Luiz Inácio Lula da Silva was declared Brazil's president-Elect after the first round failed to produce an outright winner. He secured the Victory with a Margin of less than five percent over his nearest rival. Both Lula and Flávio Bolsonaro qualified for a November runoff. The election also saw the centre-right PL party dominate the congressional races.

In the senate contest, the PL party captured the largest share of seats. Its performance outpaced traditional rivals such as the MDB and UNIÃO. The result gave PL a decisive presence in Brazil's upper house.

The PL also emerged as the leading force in the Chamber of Deputies. It secured more seats than the UPB, MISSÃO and MDB combined.

Flávio Bolsonaro finished second in the Presidential first round. His vote total placed him directly behind Lula, confirming his spot in the runoff. The Margin between the two candidates remained under five percent.

The data confirmed that no candidate achieved an outright majority. It also verified Lula's sub-5% lead and the PL's congressional dominance.

Analysis

Control of both the senate and the Chamber by the PL gives the party a powerful legislative platform. With majorities in the two houses, the PL can shape the agenda, approve or block executive proposals, and influence key appointments, creating a potential counterweight to Lula's executive authority.

Flávio Bolsonaro's advance to the runoff positions a prominent figure of the right-wing establishment as Lula's main challenger. His presence may consolidate conservative voters and could affect coalition dynamics, especially if he leverages the PL's congressional strength to negotiate policy concessions.

The runoff outcome remains uncertain, with the narrow first-round gap indicating that small shifts in voter turnout or regional support could decide the final result.
